  • Who is your employment spokesperson?

  • What are your employment policies?
    Long term full employment based on sustainable development and working from the community outwards. Full employment is:

    "Full participation in, and belonging to society by all its members with an adequate income and a rising standard of social well-being for all."

  • What employment initiatives will your government take?
    -- Full employment becomes a central objective in economic and fiscal management
    -- Immediate substantial investment in public service projects
    -- The Ministry of Employment establishes a network of regional, Maori and Pacific Islands commissioners for jobs to organise employment plans
    -- The community economic sector is carefully fostered
    -- Active encouragement of a flourishing domestic economy

  • How will you encourage local government to be active in solving unemployment?
    -- $250 million Reserve Bank credit at zero interest over three years for local authorities for infrastructure projects with long-term community benefits (such as sewerage, water supply and decontamination of toxic sites)
    -- Active partnership in the Regional Employment Plans
    -- Input into plans developed by the Regional Development Agencies and funding through the Economic Development Fund

  • How will you encourage community groups working in this field?
    -- A pilot scheme of "Good Work Funds" available through the regional employment commissioners for publicly approved local projects which meet employment, social development and ecological criteria but which are initially non income earning.
    -- Legislation passed to recognise and mandate business for community benefit.
    -- Funding for existing community organisations available through the Economic Development Fund

  • Will you make any changes or additions to NZES programmes?
    The Alliance employment strategy is active, comprehensive and community based. All NZES functions will be reviewed to integrate with our strategy.

  • Will you make any changes or additions to ETSA programmes?
    ETSA will be abolished and its functions incorporated into the Ministry for Education and Training

  • Will you make any changes or additions to CEG programmes?
    The Community Employment Group will be reviewed to integrate with the community economic development strategy.

  • What are your policies and initiatives on subsidised work programmes ?
    -- Subsidised work programmes are for publicly approved projects valued for their contribution to the common good, are useful, ecologically sustainable, develop skills and have potential to be self-supporting and job creating
    -- There is no subsidy for existing work

  • What are your policies and initiatives on education and training for the unemployed?
    -- Education and training will emphasise the development of the whole person and will be integrated with work experience
    -- TOPS will be abolished. ITO's will be reduced and streamlined. Private Training organisations will still offer courses
    -- Publicly funded tertiary education with student allowances set at the same level as the unemployment benefit, which will be increased
    -- Cadetships will offer subsidised work which must lead to full time jobs

  • What are you planning to do about welfare benefits?
    The Alliance will restore all benefits to pre-1991 levels, reduce the abatement rates on extra income and remove the stand-down period for the dole.
